I heard Cynthia actually beat him despite him having an entire roster of hacked ubers but that was just the writers wanting to bury him and forget about it. His presence was twofold: One, to have someone for Ash to lose to and two, to say that legendary Pokmon were now legal in tournaments. I do think the latter has changed because of how many people wanting to win did what Tobias did and hacked them. As great as Sinnoh was, the league left a lot to be desired outside of the epic Ash/Paul battle. That one battle was everything league battles should be, but because of the episode count it meant everything else was rushed.
