I realize this would mean localization hell, but maybe just do Japanese/English first and see how that goes? I support voice acting in future mainline Pokemon games. It would be hell to do voice acting for the random NPCs in the game, so the voice acting work should be focused on the main characters first (plus those with given names). NPCs could have text dialogue instead.
