Zelda as a whole is slowly stumbling towards that, in that all the parts are there, but Miyamoto and/or Aonuma haven't thought to use them all at once. Take BOTW's open world philosophy, with ALBW's open-item philosphy, and combine it with SS's two-part dungeons.
