Speaking as a sales goon, it'd be a shock if the ENTIRE process from initial phone screen to offer acceptance took four total hours. Half hour HR phone screen Half hour to hour with hiring manager Half hour with a peer Half hour with hiring manager's boss and/or VP of department Half hour discussing offer if need be. I have no idea why recruiting would be much different from a process like this. There's two roles with similar work patterns and personalities, there's no reason it should be taking four hours in TOTAL, let alone at once.
