Xenoblade 3 I actually just got to the hair choice scene the unlocks that option. I was just before it before. I think I've just been assuming the ones the disappeared were dead unless they very obviously were alive and actively teleported away. So I think in my head (of the non main story Consuls), only the Consul of Colony 11 escaped. But, I don't recall their letter so I don't actually know where they are right now. --- My bracket looked like random picks compared to his.
