I googled that card you posted, and there's pretty much no decks in Yu-Gi-Oh that win that way. Cards that force the opponent to discard from their hand in Yu-Gi-Oh are either very difficult to use, very situational, or are just straight-up banned entirely. For example, this card right here has been banned for almost two decades and will never, ever, ever, ever leave its place on the banlist:

As for your main question... decks that could be considered "control" decks in Yu-Gi-Oh are more like "stun" decks and rely on continuous floodgates that prevent the opponent from doing certain things. The best example of such a deck in Master Duel right now would be Eldlich.

It uses floodgates like Skill Drain, Imperial Order, Gozen Match, and There Can Be Only One, floodgates that can cripple other decks but barely do anything to the Eldlich deck itself. Other decks can play a similar style, but Eldlich is the most consistent at it right now.
