Incarceration is usually based on how much of a danger to the community they are, as you can't hold people(who are innocent until proven guilty) in jail, which is why there's bail and being released on recognizance and public safety assessments. Also theres a pandemic and the jails are full. If the guy has no prior criminal history and his charge was just abusing one child and he had gainful employment, whether you like it or not, 99% of the time he would be released and the other 1% of the time he would be detained, to which his lawyer would file an appeal and he would be released. Detention motions usually only get granted for people with several priors, or particularly heinous circumstances of a crime that pose a danger to the community.
