A different way of looking at the Bond comparison is to go since 1989. There have been ten Bond movies in that time and eight (or nine counting BVS) Batman movies in that time. Bond still has the edge but not by much.

Really comic-book superhero movies were not really a thing until Superman in 1978. Both Batman and Superman had single films before then but as small films leading into TV series with the same actors. If you count Batman as starting from 1989 and Superman as starting from 1978, the rates compared to other superheroes are not that different.

I was more speaking of in general as a big IP, not necessarily as a superhero franchise. And I already gave two counter-examples in Harry Potter and Star Wars. Granted a lot of it is how much comic book movies dominate in the general discourse, especially outside of the Marvel Cinematic Universe's steady stream of content.
