Yeah, that would've been my guess. They don't need 7 full battles, even though it should be 7 full battles. I'd think they need the semis and finals to be 6-on-6. Many leagues were full battles starting at the quarterfinals. Like Ash vs. Paul was a quarterfinal, and then Ash lost to Tobias in the semis. But those other matches were usually not featured, so that's the difference.

I must wonder if there's a plot reason Tobias hasn't made an appearance, one that isn't "Oh yeah, that guy. We forgot about him." One would think that, if Ash was the first person to KO Darkrai, that the E4 would've had a lot of trouble with him. Especially with him having a Latios as backup. Who knows what else he'd hacked...
