Someone explain this weird political system!

The 1922 Committee are a members' committee for the Conservative party - kind of like an oversight committee - who can trigger a vote of confidence in the party leadership if a high enough percentage of the Party's MPs write in to request one.

The rules currently state that if you survive a vote - as Johnson did in June - another one can't be called for a year. But because they're affiliated with the party rather than an official government thing, they can basically set their own rules, so if the committee vote to scrap the one year safe zone, there's technically no reason why they can't. The internal elections for places on the committee take place in a few weeks, and it was widely expected that they would scrap that rule after that anyway, but it looks like they're probably not going to wait until then.
