How does the cycle of war STOP if you simply take control of the salt distribution again?

Even after the Saltiron war there was an attempt to make a cooperative coalition for salt distribution happen and it just led to resentment, the abject oppression of an entire race of people, and scheming of how to get the most power in these systems.

Suppose Serenoa is successful and conquers Aesfrost and Hyzante, how does he maintain peace? He can't be everywhere all the time, he can't ensure that there is freedom and equality everywhere, he won't even be able to ensure the fair and equitable trade of goods between the three different areas even if he is the ruler.

It is a better path than Roland's, but it isn't the "correct" one to me.
And for that matter, even within the countries we saw how there are lords of domains and the like who would fan the flames of war or rebellion if it means they can go up in the world. There's no way Serenoa would be able to get every region controlled by a lesser lord and not have them (or at least their advisors) plotting or abusing their powers. Especially in the face of them being conquered, the people would not all fall in line with that change in leadership.
