How does the cycle of war STOP if you simply take control of the salt distribution again? Even after the Saltiron war there was an attempt to make a cooperative coalition for salt distribution happen and it just led to resentment, the abject oppression of an entire race of people, and scheming of how to get the most power in these systems. Suppose Serenoa is successful and conquers Aesfrost and Hyzante, how does he maintain peace? He can't be everywhere all the time, he can't ensure that there is freedom and equality everywhere, he won't even be able to ensure the fair and equitable trade of goods between the three different areas even if he is the ruler.
