It's a creepy looking doll that looks like Tails and is involved in probably too much Sonic creepypasta. He appears in Sonic R as a creation of Eggman. Apparently he was added in the game by a background designer who made the Tails Dummy that Gamma shoots in Sonic Adventure 1, and since Sonic R and SA1 were in development at the same time, they threw it in the game. I don't think it was meant to be creepy, but it sure ended up being that way. There's really nothing left to say about it. If they found a way to make it Metal Sonic, but with the intent to be cute maybe, I could be on board. But as it stands, there's nothing to get too excited about with Tails Doll now.
