Ray is a yellow squirrel who can fly. He doesn't look terribly distinctive, but hes still fine. I like Ray well enough, but I dunno what you're supposed to do with the character. He was fun for Sonic Mania Plus, but I just don't know how he factors into the greater Sonic universe. Give me something that makes him stand out and I'll gladly take him, but I just don't think he adds much of anything to the world. Maybe make him some kind of daredevil? It would stand out a little more I guess. I think the design he had in the Archie comics with the goggles, blue cuffs on the gloves, and the scarf is actually solid, and I think if you're going to use him then definitely go with that look. Buuuut until they do anything different with Ray, I don't really need to see him, and I'm not necessarily clamoring for him either. I'd be happy for them to do something with him though.
