The other 48 states have all or nothing which usually means, for example; in California, none of the Republicans get represented. In Montana, none of the Democrats get represented. That isnt the Electoral College though. Thats the individual states decisions. California, along with 47 other states, are deciding to be all or nothing with their electoral votes.
