You can, but it takes a lot. For standard gems 3 1*s of the same color make a 2*. 3 2*s make a 3*. Etc. There are 3 colors. To max out, you'd need like 3 gems on each secondary equipment. So like 15 I think

For the rarer gems that fit in your main equipment, it's similar but you don't necessarily need the same color gems. A 1* is worth 1 upgrade point. A 2* is worth 4. You need one point to get to 2*, 5 to 3*. I think 10 to 4*. I've got one 3*. To max out you'd need 5

You'll see pretty regular progression from just playing normally. The upgrade you get from normal gems is like 8 points per level per gem. For reference, I get 20 just from a paragon level boost. The rare gems are harder to quantify because they don't necessarily do flat stats. They'll be like cool effects sometimes
