Lots of the most prominent pirates were on either Rogers, Whitebeards, or Rocks' crews. Buggy iirc was already a warlord. So probably a combo of all that just leads them to see buggy as a huge threat with all these connections regardless of if he has them. --- I'm a greener egg than the eggs from dr. seuss ...
