Yes except the problem is different media outlets and different countries all define it differently and the US DOJ has no accepted legal definition nor is "mass shooting" a thing you can be charged with by a prosecutor.

When the spree shooting happened at YouTube headquarters everyone was calling it a mass shooting even though nobody died.

And it's better this way because constraining a mass shooting to some arbitrary definition sidelines how bad America's gun violence actually is.

Under something like a 4-victim definition Randy Stair would not be considered a mass shooter and that's obviously wrong.
