He may have wanted peace, but he was sure a jerk to me and Tali when I was there. He seemed more cowardly and "WE HAVE TO DO THINGS BY THE BOOK" in ME2, even if I felt he was kinda in the right. On the flip side, Gerrel seemed ambitious but reasonable in ME2, whereas in ME3 he should have been renamed Admiral Kurtz.
