If you look at stuff like Drayano's Gen 4 and 5 mods (which are probably the highest quality using those gens as bases), they pretty much just use what's already in the base game but rebalanced and with massive QoL changes, because there's not many great tools available. Compare that to Radical Red, which adds dynamax, every move and ability (and a few more), megas, every Pokemon...
