yes it is.
it is exactly what i described:

'oh no the dimensions are coming unstable'
'we have to stabilize the dimensions or reality itself will be torn apart'
which is just an excuse to shove random content in that viewers will love seeing (even if only superficially)
and because it's a 'mysterious multiverse' that's code for 'we can write what we want and it don't have to make sense or follow much logic'
like if you ever have to ask why something is happening -- the answer is just "stop trying to understand why this is happening --- magic multiverse, dimensions collapsing, weird stuff can happen now" which is so unsatisfying.
it peppers this with a message about absurdism and empathy which i would have enjoyed a lot more if the bulk of the movie weren't more of this multiverse schlock. the movie is about 25 minutes longer than i think it should have been and it often loses itself in multiverse action scenes that feel like they're trying too hard to be weird.

the only multiverse movie i've seen that doesn't follow this formula is Coherence.
