It is built more from a MOBA formula. Those games because of that reason will also never be balanced despite characters having significantly less options for moves they can preform. The key with these types of games is constant balancing. Not as an end all way to make the game completely balanced, but by keeping the game fresh by having a rotating set of characters in the meta and maybe having those characters feel different each time. One of the reasons games like League of Legends has been so successful is because they make drastic changes regularly. Something that Overwatch has been completely afraid to do. And it got worse as time went on as they seemed to completely abandon balance changes in favor of OW2 which even didn't change that drastically compared to the amount of time it took away from OW1.

All OW1 ever needed was a good shake up every now and then.
