Because realistically "solving homelessness" doesn't just mean throwing billions of dollars at the problem and waiting for it to disappear. There are agencies, appointments, policies, infrastructure, a lot of moving parts that go into something like that and it all has to go through a lot of channels to get where it needs to be.
