Im being serious, Im not trying to score points on Biden because Im fairly sure most modern presidents do this, so explain it to me like Im 5.

There's a very significant chunk of petty & spiteful Americans who will see this only as "I had to pay for my house but he gets one for free!?" And then not vote for the guy who did that.

They don't think about long term consequences like maybe the sidewalks won't smell like piss anymore.

I'd wager it has a lot to do with budgets and politics. Because realistically "solving homelessness" doesn't just mean throwing billions of dollars at the problem and waiting for it to disappear. There are agencies, appointments, policies, infrastructure, a lot of moving parts that go into something like that and it all has to go through a lot of channels to get where it needs to be. That's not really the case with foreign aid. There's a lot fewer hoops to jump through

I imagine curing homelessness is much more complicated than just giving homeless people somewhere to go. Homeless shelters are awful places that homeless people avoid using, because they're likely to get robbed or beaten up by each other. There's probably a heck of a lot more that would need to go into these places to truly get them to stay and ensure the conditions wouldn't be horrendous.

Then there's the problem that once there's free housing available, well, there's going to be a sudden influx of new people looking to use it. You'd have the existing homeless, the future homeless, and then just people who see nice free housing and want in. You'd probably need way more capacity than you alotted, and then you're left with more homelesssness. And you'd have a backlash of people angry that they're paying for other people's free housing when they themselves can barely afford it. And what that'd do the value of real estate, the cost of renting, etc, etc, would be a lot of factors to consider.

I don't think Biden would do that, but in fairness to Biden I get the impression that he'd do a lot more good for the country if Congress were on board.
Our politicians don't work for the average American, that's just how it is. Republicans are especially bad, Democrats would at least throw people some scraps, Republicans will kick you when you're down

Many western countries have enough money to put towards actually helping the poor, homeless, disabled etc.

But doing that costs votes, and can often mean left wing governments simply don't get in power in whatever country it is.

And best of all, the ones who would often be best impacted it by all this are the right wing people voting against it.

Also biden DID spend billions on fighting homelessness:

Through the CARES Act of 2020 and the American Rescue Plan Act of 2021, Congress invested billions of new dollars in programs that should impact the number of people and families in permanent housing. Most notably, they appropriated $4 billion for the Emergency Solutions Grant program, $5 billion for Emergency Housing Vouchers, and $5 billion for the HOME program (rental assistance, affordable housing development, and other services). Thus, permanent housing placements should be continuing on an upward trajectory in 2020, 2021, and possibly beyond.
