After reading the corresponding chapter of the manga, I think that may have been a misunderstanding/mistranslation. Shibe was saying that he'd lend out the money in a hypothetical situation, if he was able to. I don't think he actually has that much money to throw around.

As for why they decided to play the game, there's a few reasons. They did get kidnapped and thrown into that situation; there's not much chance they could fight their way out on their own. And they did want to help reduce their friend's (and their own) debt. They don't seem to be in immediate danger so it would be better to stay focused on the game. The pacing though, I don't like any more than you do.
