Then Luffy was protected by THE DARK KING for two years. Fishman Island isn't on their radar really and after that you had the wrong admiral in Doffy's arc because he cared about justice. Then he was at Big Mom's house. LMAO he literally broke into their house in Impel Down. They had him under their fuckin nose and couldn't grab his ass. I feel like there was too much going on at Marineford for them to give Luffy the attention he deserved, and their reach in the New World is severely limited by the powerhouses sailing around out there.
