That way it can scale nicely with Int also instead of the arcane needed for blood uchi. Also, Uchi still retains it's bleed nature (at a lower rate) while giving it frostbite build up so you get potential for two burst DMG procs which is great if you run into something that can't bleed. I didn't intend to put up my int beyond what the moonveil requires, and I already had 20 arcane but you know what I'll check out that stomp when I get to it.
