Honestly, they are pretty similar. They are sword-locked units who's primary contribution comes from their early game Prf weapon. Then they take forever to promote. I actually give the advantage to Roy for a few reasons.

The WTA, enemy composition, and different weapon stats make Swords much better in FE6 than FE7, so being swordlocked isn't as detrimental. Effective weapons also had 3x Might compared to FE7's 2x Might so Roy can contribute a lot more with his Rapier than Lyn can with her Mani Katti.

Roy is a forced deploy. Which means that you aren't losing a deployment spot to use him. Lyn is a forced deploy on a couple of chapters but otherwise can happily spend the game on the bench. That means if you are using Lyn, who isn't a good unit, you aren't using a better unit. That's quite the opportunity cost that Roy doesn't have.

Roy is famous for his late promotion, but if Lyn is getting the second Heaven's Seal (and she really should be), then her promotion is basically as late as Roy's is. The big difference here is that while Lyn gets Bows on promotion, Roy gets the Binding Blade and that sword is OUTRAGEOUSLY busted. Like even if the only thing Roy did after promotion was use the Binding Blade to kill dragons that is still a much better contribution than anything Lyn provides after her promotion. He trivializes the hardest enemies in the game, and the Binding Blade is so busted that his stats literally don't matter, Roy could literally never get a single strength level up the entire game and still one round the toughest enemies in the game with the Binding Blade. That includes the final boss.
