But the way I understand it is that you're guaranteed (at least) 4 rate up cards per pack, and then their rarities are assigned as per whatever the normal distribution. Which means your rate ups will often be taken up by Ns and Rs, and even if your pack has an SR or UR, it has a good chance to be a spook. At least, if you take a random pack with exactly 1 SR/UR in it, it'd only have a 40% chance to be within the rateup.
