Not when it makes the sith weaker, Banes rule of two was there for a reason and to make sure they became more powerful then the jedi before revealing themselves. Not following the rule of two costs the sith centuries of careful tactical planning all due to Palpatine refusing to follow tactics that had worked for centuries. In less then 30 years the sith not only got wiped out but they could not even rule without opposition for any amount of time.

Palpatine is also too stupid to realize 2 out of 3 of his students were doomed to failure as sith because they were not without empathy and were sith only due to a person they cared about dying, or turned to save another.
