They were making up the rules - not adhering to them. Anakin could've been 18 and the story would have played out just fine. Why did we need a cutesy kid to spout catchphrases like, "Now this is pod-racing!" ? I don't recall that being a part of the original trilogy. We didn't need what you're asking, but the dialogue makes sense whether Anakin started at age nine or age fifteen.
