I think a lot of places with smoking bans leave loopholes for stage performers to smoke even if the patrons are still banned from doing so. Doug Stanhope had a whole bit about it in one of his stand up specials after a smoking ban went into effect and smoked cigarettes the entire time just to rub it in the crowd's face lol. But you're right if it was some random, security would have been on his ass but it's Snoop so they were probably just like "well waddya gonna do?"
