Because being proficient or deficient at any specific skill effects you in rather limited ways. Conversely, the effect of wealth or poverty impacts an individual far more than all these other factors you mentioned combined. Not to mention the detrimental economic effects of obscene wealth disparity.
It really doesn't? If you lost out to somebody in life becuase they were wealthier, you're lose to others just as much due to the above.

There are examples of this in our school systems now. And they don't work, at all. Inequality is a part of nature, and attempts to prevent, change, or even just defy it generally dont work out in the long run.
