Yes but, at least when I was selling on eBay like 7-10 years ago, you could only leave positive buyer feedback. There was no negative option other than to report them to eBay.

It sucks when you get bad buyers and there's nothing you can do. I've had people return stuff with made up reasonings so that A. I have to accept the refund and B. They don't have to pay return shipping. Basically if the buyer claims it is not as described, eBay always sides with the buyer and allows a return with the seller paying shipping and there is nothing you can do about it.

Anyway, the reason they removed the ability to leave negative feedback for buyers is because some sellers were being shitty and using it to blackmail buyers.

Yep, it absolutely does. Most buyers are great but if one decides to be a dick, there are very few instances where eBay will side with the seller even if the buyer is lying. A buyer can literally say item was not as described then return a different item and eBay will still force the refund and side with the seller because you can't prove the correct item was sent. The only thing I've heard being good enough as proof is recording the item being packaged and immediately shipped. I used to record me just packaging the item, sealing it and putting the shipping label on. I was told it wasn't enough because I could have opened it up after the video and redone the packaging.
