I won an eBay auction on January 8th and paid almost immediately (within a few hours). The ETA was January 15th. By January 17th I had not received the item; I understand mail is slow right now so I checked to see if I could track it and apparently it hadn't even been shipped yet. I messaged the seller to see what was up and when they were planning on shipping. By January 20th I had not received a response, nor had any action happened with the order, so I messaged them again, and this time I specified that I was inquiring about an item not received. I didn't realize that this would open a case with eBay, but by the time I realized it did it was too late. Regardless, the seller contacted me later that day with a valid reason that they hadn't shipped it yet and that they would be shipping it the next day. Actually they still didn't ship it until the 24th but all is good as long as I get the item, which I did today. Well, apparently not all is good. Even though the seller marked the item as shipped and provided tracking info, hours after the item was delivered, I received an email that eBay had reviewed the case and found in my favor and issued me a refund, stating that the seller did not provide them with the above (even though they clearly did, otherwise I wouldn't have gotten emails from eBay with tracking and delivery updates). Needless to say, minutes later the seller sent me an agitated message asking me why I got a refund. I'm trying to figure out how I can contact eBay to reverse this decision but their contact section seems to be narrowed into specific areas with nothing about doing anything like this. There seems to be a way to appeal a dispute that was ruled against you, which I suggested that the seller try (and I don't see why they shouldn't win, given that eBay has the info they need) but I want to contact them too and cover my own bases but don't know what category of their help section I should use.

Tell them what happened, leave them a good review, and offer to PayPal them the money.

The offer would obviously be contingent on if the appeal doesnt work, just say it so they dont give you a negative review.

And if something goes awry with that there's absolutely no way to moderate or guarantee the money I sent them via PayPal outside of eBay, which is why every site that deals with peer-to-peer transactions tells you never to do this.

You asked how to cover your bases, (presumably so you dont get a bad review)
and I said to make the offer.

Nowhere did I say to actually send them money.

I don't think you CAN leave a buyer a bad review. I tried to once and couldn't. By covering my bases I meant I wanted to do everything I could on my end to make sure they got rightfully paid (of course without putting myself in a bad position, like that).

Also, make them an offer like that with 0 intention of going through with it? That's really scummy and surely way more worthy of a negative review.

Oh yeah, I'm not 100% sure I believe what they said to me, and the lack of communication was very sus while it was happening, but in the end I got the item so it's only right they get paid.

You can leave buyer feedback, which is why I have a 100% positive feedback score with 100's of purchases since ebay started >_>

You can't offer to pay outside of ebay for unpaid items, this is to stop scammers and protect buyers and sellers.

There's literally nothing stopping you offering to send a tip, discount codes, referrals, etc or whatever you want outside the transaction.

And yes, I assume you do ebay for your card hustle.

Yes but, at least when I was selling on eBay like 7-10 years ago, you could only leave positive buyer feedback. There was no negative option other than to report them to eBay.

Not so much these days as I use private auction houses now.

But ebay is super strict on outside messaging. Wouldn't even bring it up.

There is a reason that any seller that specializes in a product that has a large enough specialty website does their best to get the hell off of ebay.

I don't think there's really anything to do here besides just tell them what happened, you didn't mean to open the case, and you'll try to contact ebay to reverse the decision. But regardless of reason there is some burden on them for not only not having shipped the item but not even contacting you. And if something were really wrong I would expect someone to reach out to me preemptively and be like "hey sorry stuff came up, it won't get there for a while."

Like I don't think you're guilty of stealing money here or something. It was an honest mistake on your end, but it wouldn't have happened had they either shipped on time or even just communicated.

Contact ebay support. They may be able to reverse. The buyer can also do that too.

The non-paypal solution would be for the buyer to create a new buy it now auction and you to buy it from him again. They will lose out on fees though.

It sucks when you get bad buyers and there's nothing you can do. I've had people return stuff with made up reasonings so that A. I have to accept the refund and B. They don't have to pay return shipping. Basically if the buyer claims it is not as described, eBay always sides with the buyer and allows a return with the seller paying shipping and there is nothing you can do about it.

Anyway, the reason they removed the ability to leave negative feedback for buyers is because some sellers were being shitty and using it to blackmail buyers.

Yep, it absolutely does. Most buyers are great but if one decides to be a dick, there are very few instances where eBay will side with the seller even if the buyer is lying. A buyer can literally say item was not as described then return a different item and eBay will still force the refund and side with the seller because you can't prove the correct item was sent. The only thing I've heard being good enough as proof is recording the item being packaged and immediately shipped. I used to record me just packaging the item, sealing it and putting the shipping label on. I was told it wasn't enough because I could have opened it up after the video and redone the packaging.

Yeah it really sucks because, while it's true that you're far more likely to encounter a shitty seller, the number of shitty buyers is not 0 and because they know how to game eBay's buyer-favoring policies, there's nothing an honest seller can do when they get a shitty buyer.

Update:
The seller messaged me saying they spoke with someone who was no help, but in the meantime requested an appeal. I just spoke with someone to make sure they get paid and they told me that the case was resolved in the favor of the seller (seller never updated me on this fact). They also told me that they don't have authority to re-apply the charge on my end, so I basically just got the item for free and the seller still got paid. So in the end this whole thing ended up working out pretty well. Generally I'd feel a little bit guilty about getting something for free like this, but in this particular case I clearly wasn't trying to game the system, it was just a mess all-around and at this point I probably earned the freebee.

It's been said, it's really telling how on-top-of-things the seller was when it was their money in limbo instead of mine, but otherwise radio silence. At the same time I'm going to give them the benefit of the doubt that their story was true and call it a net-neutral and not leave any feedback.

I sell on ebay and I can say it has gotten a lot worse. Now I am hesitant to leave feedback unless I get positive feedback first where before this was not a thing.

I'd say in like maybe in 300 transactions or something 3 of them I've had issues with the buyer (all of which were expensive electronics) all of which were found in my favor.

I remember I had one neutral feedback and was considering trying to get that removed despite it not really doing anything but didn't bother.

I also don't allow returns. Technically if someone asks and has a good reason il okay it. But I have no returns just as a deterent. If I was a company it would be different but I'm just and independent seller.

Yeah I can't see why you'd sell as a company on eBay. It's really just for Joe Somebody trying to clean some junk out of his house and make some spending cash at the same time.

It's because people go to ebay for deals and stuff a lot too. It also sometimes lets companies separate the feedback from their new items from not new etc.

Companies also simply have more leverage than an individual seller.
