However, gun owners who don't have insurance won't lose their guns or face any criminal charges, the mayor said. The insurance would be purchased through homeowner's or renter's insurance and would cover everyone in a gun owner's household, CBS SF BayArea reports.
Seems more targeted at insurance companies than gun owners. Unless it affects rates significantly then I'm not seeing any tangible impact on individuals.

The pessimist in me is wondering what kinds of scams people will try to take advantage of it. Like letting a friend shoot you "on accident" to get a payout. Of course this then leaves it up to insurance companies to validate claims which is another can of worms.
