I'm not sure what the the first panel is from, but I'm pretty sure it's not the same issue. Specifically, it's from an issue somewhere in the 20s of the 1980s run, because it was part of the Lost in Space-Time storyline where Moon Knight joins the Avengers and it turns out that Hawkeye winds up creating those weapons Moon Knight uses after the team travels back in time to ancient Egypt.
