Generally speaking, they're viewed as rude people who don't like anyone who isn't French like them. Of course, not all of them are like that, I've known some Quebecois people who were very nice, but I've been to Quebec multiple times, and if you don't speak French or if you have Ontario license plates, you'll get at least a few people who will be ill-disposed towards you. I knew a guy who went on vacation to Cuba, and they ran into some Quebecois people there who wouldn't give him the time of day, until he started speaking in French to them and then suddenly they became rather friendly. His French was certainly not perfect, but I think they just appreciated the effort to speak to them in their first language.
