Rolf requires a bit of luck, like in my playthrough when he was Def blessed and could tank pretty much everything, which is real funny.

"Bad" is a bit of a relative term in PoR when bonus experience exists but Mist and Rolf undoubtedly make for less worthwhile investments than most other characters in that game. Mounted healing basically makes Mist the most useful healer in the game by default anyway considering Elincia joins so late, but it's not like her magic growth or staff rank is ever going to challenge Rhys.

Rolf, on the other hand, is really never good. PoR is just too focused on the enemy phase for there to be any point to archers.
