I guess Biden's push makes more sense to me now because there will be a showdown now. While this maneuver lets Schumer start debate (GOP has previously filibustered all previous attempts to start debate on voting rights) the GOP can still attempt to filibuster ending debate - but that would be the key moment. If they were going to make a carve out that would be the moment.
