Any job changes in minor patches are always more about urgent fixes and course correction than big buffs and nerfs. Those are reserved for the X.1, X.2 etc. patches. They're clearly fine with Reaper's damage (for the time being at least) and are bringing Dragoon more in line with that, and they've readjusted Summoner's Firebird stance to bring more parity with Dreadwyrm stance given it's one less ogcd nuke.
