I think animation and voice acting both have an impact on the quality of a story, because they influence how successful it is at conveying its emotions. An overly stiff and motionless cutscene can be hard to get immersed in. I thought this was a big problem for FFXIV's A Realm Reborn section for example, particularly one scene where there's supposed to be a huge pitched battle going on but the game only shows you a set of onlookers standing around describing the battle. More detailed animations can do a lot to add personality and life to characters. Inside actually benefits from this compared to Limbo, there are way more contextual animations for the main character in Inside which helps sell the idea that he's going through a harrowing and distressing journey.
