Then she tells Maxim how to stop the Fortress from falling on a populated location~~ Yes. That action is what turns Erim into Lufia. Honestly the sinistrals are interesting from a lore perspective. While lots of bad guys are just bad because "I'm bad" the sinistrals actually have a vested interest in their respective domains because of potential bad consequences. Erim isn't a bad person but she does what she does because if she doesn't then she's the one who has to suffer.
