But he might have gloves on and need to take that off to access his smartphone, need a steady aim and be within range to take shot where the letters are legible. Or You could avoid the risk of crashing on your bike by following the suspect to their destination, taking your sweet time writing down their license plate and taking as many non-blurry photos of their now stationary vehicle, and even eat a sandwich as you draw a detailed artistic representation of the suspect waving their gun at you. --- ... ...
