The devs there didn't hate the community. Rockstar's devs loved making lots of content for the community at a consistent rate. The devs WANT to do that. The devs LOVE mods. The publisher is the one that makes the calls and gives the orders. If the devs were in charge, we'd have consistent high quality content.
