The problem with not-voting is often less a reflection of voter apathy towards the position and more towards the candidates. And, to a certain extent, you're never going to find candidates that most people even within a party like because the system is too big.

Most people recognize the importance of the office, but they also recognize how worthless the candidate are. In CT's case, it came down to two completely unqualified multi-millionaires -- one of whom had run for (and lost) multiple offices, and the other who hadn't voted in a lot of previous elections -- where both held extreme, impractical stances.
