Say what you will about having kids responsibly or whatever, but the economy literally cant afford people to not have kids, and that includes poor and lower-middle class people. Without knowing the details, I assume it would be a phased out limit like most tax breaks. 60k should also cover most lower middle class outside of high cost of living areas.
