Could be 1 of a million things. Anything from a driver issue, to your thermal paste on your CPU may not be applied properly (or the sticker not removed from heatsink, a common error) .
Here are a few things to check:
Ensure all video card and motherboard drivers are up to date. Bluetooth, wifi, and accessory drivers too
Launch the game with all unnecessery devices unplugged (mic, external HDD, usb's, etc). See if that changes anything
Run many different games and see if the issue persists
uninstall/reinstall games (I know this can be a pain because those are likely 100gb games. Back up the data so you don't have to re-download it again)
run a power supply diagnostic tool. 650W for a 5600x + 3070 is sort of pushing it, especially if you have a high end mobo and have a lot of doodads plugged in as well
