It's the same principle as when they're all looking at each other trying to figure out whether to call something incomplete or a catch and in the meantime a defender picks up the ball and starts running the other way because technically no whistle has been blown while they're trying to figure out the initial call and they all start whistling like "Dude, come on, really. You know that isn't a live ball."
