Because racism didn't magically disappear when slavery was over and white people still controlled all authorities. So, it was very easy just to treat the community as fucked up as they wanted to anyway. So gangs were a retaliation to being treated like animals by cops. I forgot where I heard this tbh. come on dude lol. Street style gangs predate back to the industrial Revolution due to various reasons mainly involving close community .
